Fiscal Officer Elaine Van Horn has been with the Village of Loudonville since 1982, serving as the Village Income Tax Commissioner for the past 25 years.  In August, 2011 the Village Council combined the Fiscal and Income Tax Offices, and Elaine was appointed to the position of Fiscal Officer.

The Village of Loudonville voluntarily participates in the transparency website OhioCheckbook.gov, administered in collaboration between the Ohio Treasurer’s Office and the Office of Budget and Management. Please follow this LINK for access to the Village’s checkbook. 

The Ohio Revised Code establishes the duties and responsibilities of the Fiscal Officer, including:

  • Administer the Village’s financial management programs in compliance with GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) accounting practices
  • Preparation and administration of the Village annual budget and establishment of fiscal controls
  • Administration and enforcement of the municipal income tax ordinance
  • Cash/investment management
  • Payroll and personnel records management
  • Debt management and bond compliance
  • Maintain all public records and manage the Village’s public records retention program
  • Maintain a record of all proceedings of the Loudonville Village Council and of all resolutions and ordinances adopted
  • Maintain a record of all Boards and Commissions of the Village of Loudonville
